I would like to express my deep appreciation to the management, staff and volunteers of the "Orr Shalom" organization – each and every one of you is worthy of our esteem and appreciation. I was most impressed with the success and exceptional professionalism of the skilled, dynamic staff of the facility in caring for at-risk children and teenagers who have been removed from their homes because of abuse, exploitation and neglect.

As Minister for Social Affairs and Services, I see great importance in the organization's endeavors. The worldview that shapes your operations is professional, progressive and innovative. The organization has earned a reputation for providing first-rate, comprehensive solutions for the 1,300 children it cares for, of varying ages, from infants to 18 year-olds. Each child receives an individual therapeutic program in a variety of family settings in the community, be it foster families or family care centers.

The range of assistance you offer is broad and varied. It is evident that much thought has been invested in the services and facilities you provide to meet the needs of at-risk children and youth. Your educational-therapeutic approach is undoubtedly unique and tailored to suit the needs of the variety of children in your care. You provide them with a warm, nurturing home, a supportive therapeutic environment and life skills that will enable them to enjoy quality of life in their adult lives.
